Rev. Braggs was born on December 6, 1946 to T.W. and Reva Braggs in Tacoma Washington. He united with the Shiloh Baptist Church and was baptized at the age of 12. In 1964, he affiliated himself with the St. John Baptist Church, under the leadership of Dr. J. A. Boles, Sr. where he served and worked in many auxiliaries. Rev. Braggs preached his first sermon at St. John on October 23,1977 and was ordained January 26, 1980 by the Progressive Baptist Association of Washington, under the leadership of His Pastor and mentor, Dr. J. A. Boles, Sr.

Rev. Braggs furthered his educational career at Tacoma Community College and enhanced his religious education at the following-Linfield College, Tacoma extension, American Baptist Seminary of the West, Tacoma extension, United Theological Seminary of Louisiana, Tacoma extension, Northwest Preaching Convocation & Institute and the A. L. Hardy Academy of Theology where he received a Bachelor of Theology, Master of Ministerial Arts, Doctor of Ministry, and Doctor of Philosophy in Biblical Marriage & Family Counseling (Ph. D).
